Minutes 11.9.24

MINUTES of the Hougham Parish Council meeting held on Wednesday 11th September 2024 at 7.30 pm in Hougham and Marston Village Hall.

Present: Cllr John Wright (in the Chair), Cllrs P Baker, J Forbes and Jo Wright.  There were no members of the public present.

20/24. Apologies had been received from Cllr McAllister.

21/24. There were no declarations of interest.

22/24. The Minutes of the meeting held on 10th July 2024 had been read and approved and it

was unanimously agreed that the Chair should sign them.

23/24. Planning matters: S24/1185 – The Lodge, Main Street – Lawful Development Certificate refused.  We should prepare for a new planning application.  S24/1186 – Annexe at Keepers Cottage, Westborough Road – pending consideration.

24/24. Cllr Maughan had advised that, due to the time it has taken to deal with the speed reduction on the C001, Hougham, this is now with the Head of Highways – still no update so Clerk to chase.

25/24 – Tree survey, The Green – Paul Bavin has said work will be done week commencing 16th September.  It was agreed Clerk should ask for a note to go on HAMES regarding cutting hedges back to ensure people can walk passed; nesting season now over.

26/24. Financial matters -

Resolved to sign bank reconciliations at 31.7.24 and 31.8.24. The balance at 31.8.24 was £7,510.14.

27/24. Village Hall Car Park – there is a question over the cost, grant and donations.  Clerk to write to Marston PC and ask for copies of 3 quotes, grant offer, and committed donations before we can make an informed decision as to any contribution.  Overall feeling is that this is an unnecessary project and the village hall has more urgent needs (specifically new doors).  Who is the car park upgrade for – only footballers use it to any extent – should they be contributing?

Cllr Forbes will not be at our November meeting which will be the Precept meeting.
