Minutes 31.1.23.

NOTES  of the Hougham Parish Council meeting held on Wednesday 8th February 2023 at 7.30 pm in Hougham and Marston Village Hall.

Present: Cllr John Wright (in the Chair), Cllrs R Chalklin, P McAllister and Jo Wright.  There were no members of the public present. 

Dist Cllr Paul Wood reminded us that Voter ID is required for voting at the May elections.  £4,000,000 has been given to SKDC for levelling up and some of this will be spent on a Community Fund for Parish Councils (up to £2,500 possibly).  SKDC has now moved into its offices above the cinema in St Catherines Road but access is through the Arts Centre on St Peters Hill.  There is an interested buyer for the old offices in Avenue Road.

Cty Cllr A Maughan had sent his Newsletter and this had been circulated.

34/22.  Apologies had been received from Cllr Forbes, and Cty Cllr Alex Maughan.

35/22.  There were no declarations of interest.

36/22. The Minutes of the meeting held on 9th November 2022 had been read and approved and it was unanimously agreed that the Chair should sign them.

37/22.  Planning matters:   S22/1879 – approval of details reserved by Condition at Well Hill Farm, Gelston Road (condition 3 of permission S22/0042).

38/22.  Highways – there is no update regarding a reduction in speed to 40 mph on the C001 between the railway bridge and Gelston Road. 

39/22 – Defibrillator – Cllr Chalklin is waiting to hear from LIVES.  New pads have been installed.  There are books all over the floor of the phone box again – these will have to be cleared to allow clear access to the defibrillator.

40/22 Financial matters -  

 Resolved to sign bank reconciliations at 31.10.22, 30.11.22, 31.12.22 and 31.1.23.

41/22. Clerk gave an update of the Election dates pertinent to the councillors.  She will be collecting Nomination Packs from SKDC and is happy to return them once councillors have completed them.  An appointment is required at SKDC when taking completed Nomination Forms in.

42/22 - Correspondence – There is none. However, the Litter Pick is to take place on 12th March 2023.

The property subject of S21/0469 does not appear to be complying with the plans approved by SKDC in that it seems to be encroaching on to the Highway.  Clerk to notify Planning and copy in Highways.  Also the new fence is 6’ high – is this permitted?

43/22  Next meeting 17th May 2023.  This will be the Annual Meeting of the Parish Council, the Annual Parish Meeting and a regular meeting.
