Minutes 17.11.21

MINUTES of the Hougham Parish Council meeting held on Wednesday 17th November 2021 at 7.30 pm in Hougham and Marston Village Hall.
Present: Cllr John Wright (in the Chair), Cllrs Chalklin and Jo Wright.  There were no members of the public present.  
26/21. Cllrs Forbes and McAllister, Dist Cllr Wood and Cty Cllr Maughan had sent their apologies.
27/21.  There were no declarations of interest.
28/21. The Minutes of the meeting held on 4th August had been read and approved and it was unanimously agreed that the Chair should sign them.
29/21.  Planning matters:  
        S21/1650 – Extension to 3 Grant Farm Barns – approved.
        S21/2177 – extension/swimming pool at Chapel Farm Barn – no objections in principle but                                                                     over-development of site.
30/21.  Highways – the drain covers on The Green and on Main Street still need attention –  new pins are required – Cllr Maughan was to ask Highways to contact Cllr Chalklin and visit site.   The large bag on the footpath/highway along Main Street has gone.  Update required from Cllr Maughan regarding a speed reduction to 40 mph from railway bridge to Marston village entry, same as the C001 at Brandon, with any other measures they think fit.  Update required for re-surfacing Church Lane/Coach Road.   Street lights A5 and 11 near the Church gate and on Coach Road are out.  We will need Highways consent to move the SID.

31/21. Western Power - works on The Green – everything now in place – just waiting for a date from the technicians.

32/21 – Defibrillator - VETS scheme costs £45 to set up and the first year is then free.  After that the cost is £100 per annum. Agreed Cllr Chalklin can go ahead and set things up.

33/21 – Speed gun – there is no interest in this so no further action required.

34/21 – Clerk explained that we should have generic e-mails and circulated a suggested format.  Councillors agreed they will each set up a new PC email address.

35/21 – Clerk circulated a list of meeting dates for 2022.
 
36/21 Financial matters -  
Clerk advised that Eon prices will increase (this is for lighting in the phone box).
It was resolved to sign the bank reconciliations at 31.8.21, 30.9.21 and 31.10.21.
Clerk had circulated the likely expenditure to 31.3.22 with a proposal for budgets for the year 2022-2023.  Discussion took place on each item and it was resolved that we should ask for £3.600 precept.  This will put a £3.66 increase on to a Band D property.

36/21 Correspondence – there was none.

37/21. Next meeting will be on 9th February 2022.
