Minutes 12.5.21
MINUTES of the Hougham Parish Council meeting held on Wednesday 12th May 2021 at 7.35 pm in Hougham and Marston Village Hall.
Present: Cllr John Wright (in the Chair), Cllrs Chalklin, Forbes, McAllister and Joanna Wright plus Cty Cllr Alexander Maughan. There were no members of the public present.
01/21. Dist Cllr P Wood had sent his apologies.
02/21. There were no declarations of interest.
03/21. The Minutes of the meeting held on 10th February had been read and approved and it was unanimously agreed that the Chair should sign them.
04/21. Planning matters:
S20/2025 – new portal framed building at Chapel Barn Farm – approved.
S21/0271 – new agricultural building – Grange Farm – details not required so gone through.
S21/0469 – extensions at Windrush Coach Road – approved.
05/21. Highways – the drain covers on The Green still need attention – they have been cleaned and reset but new pins are required – Cllr Maughan will ask Highways to contact Cllr Chalklin and visit site. Works on Coach Road are awaiting assessment and then will be put on the list for re-treading works to be done. A feasibility study has been done on the A1. There is still a large bag on the footpath/highway along Main Street where there is a dip – Cllr Maughan will follow this up.
06/21. Western Power - works on The Green – no indication of when works will take place. Clerk to chase again.
07/21 – Defibrillator - VETS – discussion took place on whether we should join the VETS scheme. Cllr Chalklin will discuss with Marston to see if they wish to join and he will also get full costings. Agenda for next meeting.
08/21 – Cllr Maughan – Councillors congratulated him on his re-election for the next 4 years. Lincolnshire had the highest turn out of voters. He has noted that potholes and fly-tipping are a big issue. LCC has a new piece of Highways technology which has been trialled in Sleaford and is due in our area soon – it is for repairing potholes. LCC is promoting more walking and cycling. Every adult in Lincolnshire should be vaccinated for Covid by the end of July.
09/21 Financial matters -
[a] Clerk gave the renewal figures for insurance with Zurich, having added the defibrillator and litter bin. It was agreed unanimously that we opt for a 5 year agreement at £200.12 this year.
[b] It was resolved to sign the bank reconciliations at 31.3.21 and 30.4.21. Bank balance at 30.4.21 is £4,318.93.
[c] It was resolved to sign the Certificate of Exemption for the Audit.
[d] It was resolved to sign Section 1 of the AGAR form.
[e] It was resolved to sign Section 2 of the AGAR form.
10/21 – Correspondence – The Revd Stuart Hadley has written to thank the PC for continuing with their support to the cutting of the churchyard grass.
11/21. Other matters – discussion took place as to whether any work was required on The Green and it was agreed that this was not necessary at the present time.
Cllr Chalkin asked about using a speed gun along Main Street – Chair stated that the PC has a gun which he has at home. Cllr Chalklin will look into training and whether any parishioners are interested.
Councillors thanked Cllr McAllister for her family’s work on The Pinfold which included weed killing and grass cutting.
